He was kind enough to answer all my questions and gave me a website to get additional information. Maybe yours would do the same? I'm pretty sure that even in the states with lax laws regarding animal abuse and neglect, that basic care is required which is food, water and adequate shelter. If that other dog continuously attacks your dogs, then he's only doing what most dogs will do. I would find another place to walk. If Hades hurts or even kills that other dog, the fact that he is bigger and a Staffie/Bull Dog mix, he will be blamed and you will have a bigger problem.
