I'm new to Dogster, but recently I got a Pomeranian puppy named Pip.
However, I'm having some trouble with him being comfortable going to the bathroom outside. I will sit outside with him for literally and hour and he just will not go to the bathroom outside.

He literally comes inside and goes on his pads haha. Not like that's bad, but I would rather him go outside.

Anything I can do to make him more comfortable?

I'm not really familiar with paper training, but have you considered placing one of his wee-pads outside when you take him out? He might have the idea that the pad is the only thing that can be eliminated on.
