	Is it starved? Without water? Is it in the freezing cold with no shelter? Is it injured or otherwise abused/neglected? If not, then it is none of your business. If you can see abuse/neglect then call animal control. Whether or not you feel it is wrong to chain a dog up in the yard makes no difference. It is not illegal and therefore it is none of your concern.
